Counsel for the State submits from the letter of appointment that it was conditional till the continuance of the Literacy Mission 2012. It is also relevant if the petitioner submitted his joining within time by 10.12.2011. He submits that there is no specific assertion to that effect in the writ application.

Rather than to ask for a counter affidavit, the writ
application is disposed with the observation that if the petitioner submitted his joining on or before 10.12.2011 and the scheme still subsists, let the respondents consider his grievance in accordance with law within a maximum period of two months from the date of receipt and/or production of a copy of this order.
The application stands disposed.
