1. This CRLMP has been filed for issue of a direction to the Opposite Parties for a fair investigation and to complete the investigation in Mancheswar P.S. Case No. 28 of 2026 and take appropriate steps to arrest the accused persons named in the FIR and to safe guard the life of the Petitioner.

Instructions dated 11.02.2026 of the I.I.C. Mancheswar Police Station, Bhubaneswar has been received where it is stated as follows:-

“ With reference to the letter and subject cited above, I have the honour to submit that on the report of Prafulla Kumar Patra. S/o- Lt. Ekadasi Patra Vill-Gadakana, PS- Mancheswar, Dist.-

Khurdha, Mancheswar PS Case No- 28, did. 10.01.2026, U/s-296/115(2)/351(3)/3(5) BNS has been registered and ASI Rajesh Kullu has entrusted to the investigation of the case.

During the course of investigation, the 1.0. visited the spot and examined the complt, as well as other witnesses. Recorded their statement U/s180 BNSS. The 10 have issued injury requisition in favour of injured Prafulla Kumar Patra and treated MO opined that the injured Prafulla Patra sustained Laceration injury of size 0.5X1 CM. On upper lip and Abrasion of size 0.5X0.5 CM on right knee, which are simple in nature. As primaface evidence U/s-296/115(1)/351(3)/3(5) BNS is well made out against aced. Persons 1. Biswanath Patra, (42) S/o-Nakula Patra 2. Krushnachandra Patra, (32), S/o-Nakula Patra 3. Manas Ranjan Patra (30) S/o-Nakula Patra 4. Manjaribala Patra (37), W/o-Biswanath Patra All are of Village Gadakana, PS-Mancheswar DistKhurda I issued notice U/s-35(3) BNSS to the aced persons. Accordingly the accused persons were appeared before me and cooperate the investigation.

During investigation, it is ascertained that the complt. and the alleged aced persons belongs to same family and there is chronic land dispute between them since long On dt 08.01.2026 while the alleged aced persons Biswanath Patra was doing construction work at his own home at that time the compit. Prafulla Patra protested him for which both the parties abused each other with obscene language followed by assault to each other. Basing on this issue on the written report of complt. Biswanath Patra a cognizable vide case No-27 dt 10.01.2026 U/s- 296/351(3)/3(5) BNS

has been registered. To prevent breach of peace, PR and counter PR U/s- 126 BNSS have been submitted against both the parties vide Mancheswar PS Non FIR No-08 dt.04.02.2026 and Non FIR No-09 dt.04.02 2026, Respectively both the case are under investigation.

This is submitted for your kind consideration and necessary action.”

In view of the above instructions, I do not consider it necessary to issue any direction to the I.I.C. Mancheswar Police Station, Bhubaneswar other than observing that the investigation should be expeditiously concluded.

The CRLMP is disposed of with the aforesaid observations.
