The Petitioners in these writ petitions is a Bus Owners’ Association, Puri seeking for rationalization of time table of Town Bus Services in Puri town.

Mr. Mohapatra, learned counsel for the Petitioner submits that due to non-rationalization of time table of Town Bus Services in Puri, it is very difficult on the part of the operators to ply their buses. Every time, there is clash of timing, disputes crop up between the operators. Hence, for a smooth Town Bus Services in Puri town, the time table of buses should be rationalized.

Mr. Behera, learned Standing Counsel for the Transport Department submits that although it is necessary for rationalization of time table of Town Bus Services in Puri town, but, in absence of any technical person it is very difficult to implement the same. No technical person is available with the Office of the Regional Transport Officer, Puri to assist him for

rationalization of the time table of town buses. He, therefore, submits that it will take some time to take a decision and rationalize the time table of Town Bus Services in Puri.

Taking note of the submissions made by learned counsel for the parties, this Court is of the considered opinion that rationalization of time table of Town Bus Services in Puri is necessary to avoid any complications and difficulty for the operators as well as commuters. In absence of any rationalization of time table, town buses leaving from different points of Puri town are competing with each other, for which traffic congestion and other problems are inevitable. Due to unhealthy competition between the operators, the commuters are the worst sufferers. Hence, for a smooth operation of Town Bus Services, rationalization of time table is inevitable.

Accordingly, this writ petition is disposed of with a direction that the Collector-cum-Chairman, RTA, Puri-Opposite Party No.3 and Regional Transport Officer, Puri-Opposite Party No.4 shall work out the modalities and take a decision on rationalization of time table of Town Bus Services in Puri giving opportunity of hearing to the Petitioners-Association, if necessary, as expeditiously as possible preferably within a period of six months from the date of production of certified copy of this order. The Opposite Party Nos.3 and 4 may also take assistance of technical persons of the office of Transport Commissioner to work out the rationalization of time table of Town Bus Services in Puri town.
