scholarship amount payable to the meritorious candidates belonging to SC/ST community, who are successfully passed matriculation examination. Further, it is submitted by the learned counsel for the Petitioner that the scheme under which the scholarship is payable is known as Post Matric Scholarship. Learned counsel for the Petitioner further submits that on 05.04.2021 the Opposite Party No.4 has sanctioned for release of fund for undergoing training Programme under ANM/GNM/B.Sc Nursing training in future. Thereafter on 07.04.2021 the Opposite Party No.4 represented to the Collector, Khurda, Opposite Party No.2 to release Post Matric Scholarship (PMS) amount in favour of the Petitioner. Since the amount was not released, the Petitioner again submitted a representation to the Opposite Parties on 20.01.2023 with a request to release the PMS amount in favour of the meritorious students, who are qualified to get such scholarship amount. 4. In course of his argument, learned counsel for the Petitioner draws the attention of this Court to the letter dated 07.04.2021 written to the Collector, Gajapati to the Principal Secretary to Government ST & SC Development department, Opposite Party No.1. Under the aforesaid letter, the Collector, Gajapati has requested the Opposite Party No.1 to release an amount of Rs.24,06,250/- in favour of the Project Administrator, ITDA, Parlakhemundi to settle the claim bills received by the institution for smooth conduct of examination and issue certificates in favour of poor & SC/ST students. However, no decision was taken by the Opposite Party No.1 on such letter
