07. 1. Petitioner is a Registered Super Class Contractor, who has executed works for Works Department, Government of Odisha. In the present Writ Petition, he has raised a grievance in respect of recovery of Rs.5 Lakhs from the running bills of the petitioner towards decrease in price materials utilized for execution of the work. Thus, the prayer made is for a direction to direct the Executive Engineer, Rourkela, (R & B) Division, Rourkela/opposite party no.4 for releasing the withheld amount in favour of the petitioner.
2. At this stage, learned counsel for the petitioner prays for an unconditional withdrawal of the present Writ Petition.
