11.01.1993 vide Annexure-7. After giving such promotion to the deceased Petitioner to the post of Duftary w.e.f.01.01.1993, though the College on different occasion moved the Director seeking approval of the services of the deceased Petitioner as against the Post of Duftary, but the same was kept pending at the stage of Opposite Party No.2. Not only that vide letter dtd.30.07.2015 under Annexure-8, the College submitted all the relevant records showing the justification of the students strength to extend the benefit of promotion to the post of Duftary in favour of the deceased Petitioner. But it is contended that though at the relevant point of time the College in question was a composite College and the student strength of the College was more than 1000 in both +2 and +3 wing taking together, but Opposite Party No.2 only by taking the student strength of +2 wing came to a wrong finding that the student strength in the +2 wing since does not exceed 1000, promotion of the deceased Petitioner to the Post of Duftery is not permissible and accordingly rejected the prayer of the College to approve the services of the deceased Petitioner as against the post of Duftery vide the impugned order dtd.08.10.2015 under Annexure-6.
