Order ORDER No. 20.07.2023 01. 1 . This matter is taken up through hybrid arrangement. 2 . Heard learned counsel for the petitioner and learned counsel for the State.

The petitioner has filed this writ petition seeking direction from this Court to Opposite Parties to adhere the policy of old By-Law prescribed by the Sports Core Committee Meeting, Rayagada and to discard the new Policy as decided and framed by the aforesaid committee meeting held on 03.06.2023 and accordingly to conduct the Elections to the General Body of District Athletic Association, Rayagada by following the old By-Law.

backward district of Odisha and poor people are residing there. In old By-Law the Membership fee was Rs.100/which was extended to Rs.1,000/- as per the new Policy as decided in the Proceeding of District Sports Committee meeting held on 03.06.2023 at 12 A.M. Further Minimum Educational qualification was extended from Matriculation to Plus two. Further in Sports certificate, the Minimum eligibility to be a member should be State or National participate certificate holder, the State level is three times and District level is five times. Many of them participated in State and National Level Sports event only once due to some sports injury and family problem. Due to poor financial condition and less educational qualification, many sports man of the Rayagada District have been deprived to be a member of the District Athletic Association, Rayagada. Therefore, the petitioner along with others have made a representation on 26.06.2023 to Opposite Party No.2/Collector-cumPresident District Athletic Association, Rayagada. 5 . Considering the limited grievance of the petitioner and without expressing any opinion on the merits of the case, this Court disposes of the writ petition directing the Opposite Party No.2/Collector and District Magistratecum-President District Athletic Association, Rayagada to
