Learned counsel appearing for the Puri Municipality states that without prior approval of the State Government, the case of the petitioner for consideration of renewal of the lease cannot be considered.

In that view of the matter, it is directed that the Petitioner’s application for renewal of the lease will be considered by the Collector, Puri in his capacity as Representative of the State of Orissa as well as Chairman of the Puri Municipality after taking necessary instructions from the State Government, after affording opportunity of hearing to the Petitioner and in accordance with Section 3 of the Orissa Government Land Settlement Act. The Collector, Puri will thereafter pass a reasoned order not later than 1^st October, 2021, which shall be communicated to the Petitioner not later than 8^th October, 2021.

The petitioner will appear before the Collector on 2^nd of August, 2021 and produce a downloaded copy of this order. If the Petitioner is aggrieved by the order of the Collector, Puri, it would be open to the Petitioner to seek appropriate remedies as may be available to him in accordance with law.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court’s website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court’s Notice No.4587, dated 25^th March, 2020 as modified by Court’s Notice No.4798, dated 15^th April,
