Heard learned counsel for the Petitioner and learned Additional Government Advocate for the State.

In this writ petition, the petitioner has prayed for issuance of a direction to the Opposite Party No.4-Tahasildar, Kaptipada to dispose of his representation with regard to refund of the bid amount and other deposit made by him in respect of

Sukhuapatta Hill Stone Quarry No.11 for the year 2013-14, as at Annexure-3 within a stipulated period.

In that view of the matter, the writ petition is disposed of giving liberty to the Petitioner to file a fresh representation ventilating his grievance as stated in Annexure-3 before the Opposite Party No.4-Tahasildar, Kaptipada within fifteen working days hence along with a certified copy of this order and a copy of the brief. On such event, the Opposite Party No.4-Tahasildar, Kaptipada shall consider and dispose of the representation of the Petitioner by passing a reasoned and speaking order, after affording reasonable opportunity of hearing to the parties concerned, within a period of twenty-one days from the date of production/ receipt of certified copy of this order along with a copy of the brief.

With the aforesaid observations/directions, the writ petition is disposed of.

Urgent certified copy of this order be granted on proper application.
