Das, learned Additional Standing Counsel. According to Mr. A. Das, learned counsel for the petitioner, the petitioner is aggrieved by non-registration of his complaint as F.I.R.. Mr. A.P. Das submits that the petitioner seems to have been approached the Superintendent of Police, Jagatsinghpur (opposite party no.2) directly without approaching the I.I.C., Balikuda Police Station (opposite party no.3), which is not proper.

In such background, learned counsel for the petitioner submits that liberty may be granted to the petitioner to approach the I.I.C., Balikuda Police Station (opposite party no.3) by filing a complaint and the said Officer be directed to take a decision on such complaint within a stipulated time period.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to approach the I.I.C., Balikuda Police Station (opposite party no.3) by filing a complaint along with a certified copy of this order through Registered Post within a period of two weeks. In the event such complaint petition is filed before opposite party no.3, the said opposite party is directed to take a decision on the same in accordance with law keeping in the mind the decision of the Supreme Court in the case of Lalita Kumari v. Govt. of U.P. & Others reported in AIR 2014 SC 187
