Heard Mr. B. P. Rout, learned counsel for the petitioner and Mr. B.P. Tripathy, learned Additional Government Advocate for the State-opposite parties 2 to 5.

The grievance of the petitioner in this writ petition is with regard to non-issuance of ‘No Objection Certification’ in her favour although she had already repaid the outstanding loan amount.

It is submitted by Mr. Rout, learned counsel for the petitioner that the petitioner was an Assistant Teacher and she had taken a house building loan from the Odisha Rural Housing Development Corporation Limited, Bhubaneswar-opposite party no.1 (for short ‘OHRDC’). Although she has repaid the entire loan amount, ‘No Objection Certificate’ has not yet been issued in her favour for which she is facing difficulty in receiving her retiral benefit. In that regard, the petitioner has made representations to the Housing Development Corporation Limited, Bhubaneswaropposite party no.1 on 22.01.2018 and 08.11.2018 under Annexures-5 and 6 but to no effect. Hence, finding no other alternative, she has filed this writ petition. He, therefore, prays for an early disposal of the representation of the petitioner under Annexures-5 & 6 and grant ‘NO Objection Certificate’ in her favour.

Taking into consideration the submission made by learned counsel for the petitioner, this Court is of the

considered opinion that the petitioner should make a comprehensive representation for grant of ‘No Objection Certificate’.

Accordingly, it is directed that in the event the petitioner submits a fresh representation to the Odisha Rural Housing Development Corporation Limited, Bhubaneswar-opposite party no.1 ventilating her grievances, the same shall be considered in accordance with law and disposed of by passing a reasoned within a period of four weeks therefrom. If the petitioner is entitled to the ‘No objection Certificate’, the same shall be issued within the aforesaid period.

With the aforesaid observation and direction, this writ petition is disposed of.
