In this writ petition, the petitioner has prayed for a direction to the opposite parties-State authorities to consider his application for grant of time to complete the balance work awarded in his favour.
It is apparent from the records that the petitioner is a civil contractor firm. He participated in a tender and was awarded the work of improvement to road and CD works under PMGSY for the package No.OR-15-348/(B-III) for the Road Bhandapari to Kuburi and Construction of LSB over RET river (OR-15-LB-29) in the district of Kalahandi.
It is the case of the petitioner that he has constructed major portion of work but due to pandemic COVID-19, the work has stalled and in the meantime, no further work could have been done. In this connection, the petitioner has made a representation, as at Annexure-9 for allowing seven months time after the closer of nationwide lockdown for completing of the aforesaid balance work.
Keeping in view the aforesaid consideration, we dispose of the writ petition giving liberty to the petitioner to submit a soft copy of this order along with a copy of the brief before the opposite party no.1 within a period of fifteen days hence. On such event, the representation as at Annexure-9 shall be considered and disposed of, after giving reasonable opportunity of hearing to the petitioner, by a speaking and reasoned order, within a period of four weeks. learned counsel for the petitioner may utilize the soft copy of this order available in the High Court’s website or print out thereof at par with certified copies in the manner prescribed, vide Court’s Notice No.4587, dated 25.03.2020.
