The grievance of the petitioners in these writ applications is that the compensation amount paid to the petitioners for acquired their land for construction of Haridaspur Paradeep New Board Gauze Rail Link Project is very low in comparison to the compensation paid to other land owners in the adjoining village and on the agitation made in the locality the opposite parties have decided in the meeting held on 4.8.2009 and 27.8.2009 under the chairmanship of Chief Secretary of the State along with Commissioner-cum-Secretary to Government, C & T Department, Commissioner-cum-Secretary to Government, Revenue & Disaster Management Department, Revenue Divisional Commissioner (Central Division), Cuttack, Collector, Kendrapara, General Manager (Electrical), Rail Vikas Nigam Limited, C.P.M., Rail Vikas Nigam Limited, Deputy General Manager, Rail Vikas Nigam Limited, Chief Engineer (Con.) Headquarter, East Coast Railway, Bhubaneswar, C.R.C.-cum-Special Secretary to Government, C&T Department and Land Acquisition Railway, Bhubaneswar to enhance the compensation amount as exgratia of Rs.5,00,000/- for rural, Rs.6,00,000/- for urban and Rs.7,00,000/- for homestead land minus the amount of market value (excluding solatium and interest) fixed by the
