Heard Mr. D. Tripathy, learned counsel for the petitioner and Mr. P.Acharya, learned Senior Counsel appearing along with Mr. A. Satpathy, learned counsel for the opposite party-Indian Oil Corporation, Paradeep Refinery Project, Paradeep.
