Perused the record. The petitioner has filed this application seeking to quash the selection process held for appointment to the post of Anganwadi Worker in Balangir Municipal Area made in June, 2006 (consent to the notification of Annexure-1) and further seeking for a direction to the opposite party no.1 to consider the candidature of the petitioner for Teligothapara Anganwadi Centre along with all other eligible candidates and make appointment in consideration of inter-se merit of all such eligible candidates including the petitioner.

Pursuant to notice dated 26.02.2007, though the opposite parties have entered appearance, no counter affidavit has been filed.

The petitioner has filed a representation to the Collector, Bolangir vide Annexure-4, where request was made to enquire into the matter and cancel the selection of Anganwadi worker for Teligotpara and to conduct a fresh interview by giving her a chance. The same has been considered by the Collector vide impugned order dated 31.10.2006. G.O. No. 9881/WCD dated 30.11.1998, the application for the post of Anganwadi Worker, Telegothpara were invited from the inhabitant of Telegothpara main Anganwadi Centre area and Malpara, Baijayantipara and tag Para/Sahi. Since the residential certificate provided by the petitioner indicates that the petitioner is inhabitant of Tikrapara and Tikarapara is not coming under the jurisdiction of Telgothpara Anganwadi Centre, therefore, her candidature for the post of Telegothpara Anganwadi Centre has been rejected. If the petitioner does not belong to the Anganwadi Centre area as per Clause-1 of the Government Guidelines governing the field, this Court does not find any illegality or irregularity of the order passed by the Collector in not considering the candidature of the petitioner for Telgothapara Anganwadi Centre. Therefore, this Court is not inclined to entertain this application. Accordingly, the writ petition is disposed of.
