It is submitted that the certificate proceeding involved herein is already over. Since the petitioner has a scope of appeal against the impugned order, this Court permits the petitioner to withdraw this writ petition with liberty to file appeal along with an application for condonation of delay indicating therein his bona fideness for moving this Court.
Accordingly, this writ petition stands dismissed as withdrawn with the liberty sought for.
