For the decision of this Court in the case of Jhadeswar Rajak v. State of Ori
ssa & Others, 2014(I) OLR 454, the question challenging the vires of Section 3(B) (1) and (2
) of Orissa Regulation 1 of 2002 does not survive.
As provided in the above decision it will now be open to the petitioner to fil
e Form-II with the competent authority within three weeks and the 3 (B) proceeding shall be de
cided taking into consideration the Form-II at the instance of the petitioner.
Issue urgent certified copy of this order on proper application.
