Heard learned counsel for the petitioner and learned Additional Government Advocate and learne
d counsel for opp. Party no.4.

 Learned counsel for the petitioner submits that the petitioner is the Grama Panchayat
Secretary, Bankigirdi Grama Panchayat under Binka Block in the district of Sonepur. The only g
rievance of the petitioner is that he has not been paid his arrear salary from 1.7.2006 to 9.3
.2007 and 10.3.2007 to 9.7.2009 in spite of his repeated representations to the concerned auth
orities. He further submits that the Sarapach has sent proposal for payment of the arrear sala
ry to the Collector, Sonepur, but the Collector is sitting over the matter without disposing o
f the matter. He further submits that as the Collector is the competent authority for payment
of the arrears to the Grama Panchayat Secretaries of the Grama Panchayat, necessary direction
may be issued.

 Learned counsel for opp. Party no.4 without disputing the fact submits that the matter
 is still pending with the Collector and appropriate order may be passed directing the Collect
or for considering the proposal sent by Sarpanch on the arrear salary of the petitioner.
 Considering the submissions of learned counsels for the parties and the grievance bein
g limited one, without expressing any opinion to the merit of the case, the writ application i
s disposed of with a direction to the opposite party no.1 to consider the proposal of opposite
 party no.4 towards the arrear salary of petitioner and take a decision thereon within a perio
d of two months from today and communicate the decision to the petitioner by Speed Post with A
.D.

 If decision is taken for payment of the arrear salary for the period asked for, the sa
me be paid to the petitioner by opposite party no.4 within four weeks from the date of taking
the decision.

With the aforesaid observation the writ application is disposed of.

Certified copy of this order be granted on proper application.
