2. In view of the order that we propose to pass in this case, this petition is be ing disposed of without issuing notice to the opposite parties. However, if the opposite parti es are so aggrieved, they shall have liberty to file an application for recall/modification/va riation of this order.

The case of the petitioner is that the tenders for appointment of regular H & T contractor for handling and transport of the stock of various depositors at the State Wareho uses were invited by opposite party No.1-Odisha State Warehousing Corporation for which e-tend er notice was issued on 15.10.2015. Initially the technical bids were to be opened on 12.11.20 15, but subsequently the time was extended up to 18.11.2015. The technical bids were opened on 05.02.2016. The Corporation has invited handling and transport contract tenders for various l ocations and the petitioner had applied for five locations. On 05.02.2016, the technical bids were opened and the tender for one location filed by the petitioner was accepted and tenders f or the remaining four were rejected.

4. Learned counsel for the petitioner submits that once the technical bid of the petitioner was accepted for one location, it could not have been rejected in respect of other locations. With regard to such grievance, the petitioner has already filed representations dat ed 06.02.2016 and 08.02.2016, which are yet to be disposed of. 5. Having regard to the facts and circumstances of the case, we dispose of this w rit petition with the direction that in case, with regard to the grievance made in this petiti on, the petitioner files a fresh comprehensive representation before the opposite party No.1-M anaging Director of the Corporation along with certified copy of this order, the same shall be considered and decided by the Managing Director himself or by any other officer duly authoriz ed by him in accordance with law by a reasoned and speaking order, as expeditiously as possibl e, preferably within a period of one month from the date of filing of such representation afte r giving opportunity of hearing to the petitioner as well as the other concerned parties, if a ny.
