 The petitioners have approached this Court for issuance of direction upon the
opposite parties to sanction and release the Indira Awas Yojana in favour of the petitioners.
 On perusal of the pleadings made in the writ petition, it transpires that the petitioner
s have made representation (Annexure-2 Series) individually before the authorities, but no dec
ision has been taken.

 It has been submitted by the learned counsel for the opposite party-State that decision
at the first instance is to be taken for determining the claim of the petitioner by the opposi
te parties.

 Hence, without going into the merit of the claim of the petitioner, the writ p
etition is disposed of giving liberty to the petitioner to file fresh representation along wit
h the certified copy of this order before the opposite party no.1- Collector, Dhenkanal who wi
ll take decision within a reasonable period preferably within eight weeks from the date of rec
eipt of representation by passing the speaking order after providing an opportunity of being h
eard to the petitioner including affected parties, if any.

 If the opposite party no.1 will come to conclusion that the petitioner is enti
tled to be given consequential benefit, same shall be extended in their favour within four wee
ks from the date of such decision as indicated in the preceding paragraph.
 If the opposite party shall come to finding that the petitioner is not entitled to b
e given such benefit, same

shall be communicated to them by passing a speaking order within the period aforesaid.
 With such observation and direction, the writ petition is disposed of accordingly.
