The matter has been taken on the basis of a news reporting in Danik Bhaskar dated 11.02.2026f titled as " चंबल सेंचुरी में पनडुब्बी से रेत खनन , डॉल्फिन घड़ियाल के अल्फित्व पर खतरा "

The facts as narrated are narrated as follows :

“Submarine Sand Mining in Chambal Sanctuary Threatens the Existence of Dolphins and Gharials

A case has come to light involving the use of banned sand in the construction of a hanging bridge being built over the Chambal River to connect the MP-UP border on National Highway 719. The construction work is being overseen by the Uttar Pradesh government, and the company involved is accused of using a submarine machine to excavate sand from the river.

The Chambal National Sanctuary is a highly sensitive wildlife area and is home to dolphins, gharials, and turtles. Illegal sand mining in this region is raising serious concerns about biodiversity as well as the quality and safety of the construction work.

A company employee reportedly stopped the Bhaskar team when they arrived with a drone camera. SDO Shyam Singh Chauhan and TI Satendra Rajput have stated that the matter will be investigated and appropriate action will be taken.

The proposed bridge is estimated to be 594 meters long and is being constructed at a cost of ₹296 crore.

There is a provision for the confiscation of vehicles if sand from the Chambal River is found. Sand excavation is completely prohibited within the Chambal River Sanctuary area. According to the rules, if Chambal sand is found in a vehicle, not only can a fine be imposed, but the vehicle can also be confiscated. The administration has stated that strict action will be taken to curb illegal sand mining.

Our attention has been drawn towards the order dated 16.10.2025 passed by this Tribunal in O.A No. 189 of 2023 (CZ) necessary directions have been issued to the District Authorities for a proper control of the illegal mining. The Ministry of MoEF&CC has already issued the Sustainable Sand Mining Management Guidelines,2016 and Enforcement and Monitoring Guidelines for Sand Mining,2020.

Since the District Level Monitoring Committee has been constituted to control the illegal mining thus, the copy of the application with the order be sent to the Member Secretary, State Pollution Control Board and District Magistrate, Bhind (M.P.) for taking proper and legal

action against the violators in case it is found that there are illegal

mining or transportation of illegal mining.

The District Monitoring Committee and District Collector is directed to strictly enforce the mining rules and to ensure that there will not be any illegal mining within the area and in case of violation strict action, prosecution as well as realisation of environmental damage must be realised.

With these observations the O.A. No. 55 of 2026 (CZ) stands disposed of.
