Additional affidavit dated 03.07.2026 has been filed by respondent no. 6-PPCB; affidavit dated 13.07.2026 has been filed by respondent no. 2-D.M.cum D.C., Ludhiana; and compliance report dated 10.07.2026 has been filed by respondent no. 3-DDPO, Ludhiana.

Vide order dated 27.04.2026, Principal Secretary, Department of Rural Development and Panchayats, Government of Punjab, the District Magistrate cum Deputy Commissioner (DM cum DC), Ludhiana, the District Development and Panchayat Officer (DDPO), Ludhiana, the Member Secretary, Punjab Pollution Control Board (PPCB) and the Sarpanch, Gram Panchayat, Village Alamgir, District Ludhiana were directed to remain present before this Tribunal on the next date of hearing fixed.

I.A. No. 546/2026 has been filed by respondent no. 3 for exemption of Principal Secretary, Department of Rural Development and Panchayats, Punjab and the Director, Rural Development and Panchayats, Punjab from personal appearance and in view of the reasons mentioned and the exigencies of work, I.A. No. 546/2026 is allowed and the Principal Secretary, Department of Rural Development and Panchayats, Punjab and the Director, Rural Development and Panchayats, Punjab are exempted from personal appearance before this Tribunal subject to further orders to the contrary.

In compliance of order dated 27.04.2026, Mr. Himansh Jain, DM cum DC, Ludhiana; Mr. Dilawar Kaur, DDPO, Ludhiana and Mr. Karan Jot Sing (Sarpanch) Gram Panchayat, Village Alamgir, District Ludhiana have appeared before this Tribunal physically and Dr. Lavneet Kumar Dubey, Member Secretary, PPCB has appeared before this Tribunal through V.C. and we have heard submissions made by them.

We have gone through the compliance report filed by way of affidavit by respondent no. 3-DDPO, Ludhiana. 6. In the compliance report it has been mentioned that the expenditure of Rs. 54.48 lakhs has already been incurred for restoration and rejuvenation of the ponds and amount of Rs. 144.61 lakhs has been demanded for carrying out the remaining work. We are of the considered view that some material aspects of dewatering and concretization of the ponds and also use of Thapar model for treatment of grey water require due consideration. Instead of use of Thapar model for treatment of grey water with discharge to all the ponds, the aspect of installation of DSTP for ensuring discharge of treated water in the ponds also requires consideration. For the entire exercise, the aspects of quantity of discharge, source of water to the ponds and utilisation of treated water are also required to be taken into consideration.

Respondents no. 2 and 3 are directed to file additional responses with respect to these aspects at least one day before the next date of hearing fixed.
