It has been pointed out that District Bhadrak is also coastal district but inadvertently the District Magistrate, Bhadrak has not been impleaded as respondent.

In view of the above, we consider the presence of District Magistrate, Bhadrak to be essential for just and proper adjudication of the questions involved in the case. Accordingly, the District Magistrate, Bhadrak is impleaded as respondent no. 15.

Mr. Prabhu Prasanna Behera, ASC for respondents no. 5, 6, 7 and

9 accepts notice on behalf of respondent no. 15.

I.A. No.98/2025/EZ has been filed by intervenor-applicant with the

following prayers:-

“ a) Allow the Applicant to be impleaded as an Intervenor in O.A. No.133/2024/EZ; AND

¶23

b) Direct that the District Magistrate, Bhadrak, be also impleaded as a Respondent and directed to submit a status report on salinity and coastal degradation similar to other districts; AND

¶24

c) Direct the State Pollution Control Board, Odisha to conduct water and soil quality testing in affected coastal areas of Bhadrak including Chandabali, Dhamra, and Basudebpur blocks;”

In the course of hearing, learned Counsel for the intervenorapplicant has submitted that intervenor-applicant will file proper Original Application and does not press the I.A. No.98/2025/EZ which may be dismissed as withdrawn with liberty to file the same.

Accordingly, I.A. No.98/2025/EZ is dismissed as withdrawn with liberty as aforesaid.

Response by newly added respondent no. 15 and other respondents, who have not filed their responses so far, may file the same within four weeks.
