the petitioner is that he belongs to Hindu Kattunayakan which is a notified Scheduled Tribe. The third respondent vide order dated 16.03.2018 called upon the petitioner to approach the Revenue Divisional Officer, Sivakasi since the writ petitioner's roots are said to be from Sivakasi. Aggrieved by the same, the petitioner moved the District Collector, Kanyakumari District. The District Collector also rejected the petitioner's appeal. Challenging the stand of the 2/5
