Challenging the impugned order dated 05.08.2025 passed by the fourth respondent, the petitioner has filed the present writ petition.

2. The grievance of the petitioner is that there exists a village cart track/carriageway in his village. According to the petitioner, the contractors

engaged by Jindal Company commenced the erection of electricity poles and transmission lines along the said carriageway for the purpose of transmitting electricity generated from wind turbines, without obtaining prior approval from the competent authorities and without the consent of the villagers. It is further contended that the fourth respondent, namely the Block Development Officer, arbitrarily granted permission to the contractor companies vide proceedings dated 05.08.2025, without duly considering the objections raised by the villagers. Aggrieved by the said proceedings, the petitioner has filed the present Public Interest Litigation.

Upon perusal of the records, it is evident that the competent authorities have granted due permission for the erection of electricity poles and allied infrastructure for the transmission of power generated through wind turbines. Once such permission has been granted by the authorities after considering the relevant facts and ground realities, the petitioner cannot, as a matter of right, seek the issuance of a writ to quash the proceedings dated 05.08.2025.
