Challenging the impugned order passed by the 4^th respondent police

dated 03.07.2026 in Na.Ka.No.25/FORECAST/D5-PS/2026, this writ petition has been filed.

The learned counsel appearing for the petitioner submitted that the petitioner is the President of the Mukkulathor Welfare Society, R.S. Mangalam, Ramanathapuram District and the memorial day of freedom fighter, Ramuthevar (INA) falls on 7^th July every year, and on that occasion, the petitioner's society has been regularly organising blood donation camps and annadhanam for the benefit of the public.

It was further submitted that, similarly, for the current year, the petitioner's society has proposed to organise the said programme on 07.07.2026 and, for that purpose, the petitioner submitted an application to the respondent police seeking such permission. However, the fourth respondent, by the impugned order dated 03.07.2026, rejected the petitioner's request. Aggrieved by the said order, the present writ petition has been filed.

The learned counsel appearing for the petitioner further submitted that, by the impugned order, the respondent police have restrained the petitioner's society from celebrating the 82^nd memorial day of a freedom fighter by attributing a communal colour to the proposed event, which, according to the learned counsel, is wholly unwarranted and impermissible. It was further submitted that only persons of social eminence from various villages have been invited as special guests to participate in the function.

The learned counsel further contended that the apprehension expressed by the respondent police that the participation of about 500 youngsters in the programme would provoke members of another community in the neighbouring villages is wholly unfounded and unsupported by any

material. It was therefore submitted that the impugned order has been passed merely on the basis of unfounded apprehensions and is liable to be interfered with by this Court.

The learned Government Advocate appearing for the respondent police, while categorically defending the impugned order, submitted that a detailed enquiry had been conducted, during which it was found that, for the first time, the petitioner's society had proposed to invite persons from outside the locality to participate in the function. It was further submitted that such participation is likely to create unnecessary turbulence in the locality and may give rise to communal riots and law and order issues. On the said apprehension, the respondent police rejected the petitioner's request for permission. The learned Government Advocate therefore prayed for the dismissal of the writ petition.

The learned Government Advocate appearing for the other official respondents drew the attention of this Court to the fact that, although the petitioner proposed to organise a blood donation camp, proper representation was neither given to the District Collector or the Medical Officer of the Government Hospital, Ramanathapuram.

Heard the learned counsel on either sides and carefully perused the materials placed before this Court.

A careful perusal of the materials available on record makes it clear that the petitioner's society had sought permission solely for organising a blood donation camp and annadhanam on 07.07.2026, i.e., today. Pursuant to the impugned order, the proposal to conduct annadhanam has already been abandoned. However, the organisers are still willing to proceed with the blood donation camp. The learned counsel for the petitioner, therefore, confined his request to a limited relief by seeking permission to conduct the blood donation camp alone on the occasion of the memorial day of freedom fighter Ramuthevar (INA).

The learned Government Advocate fairly submitted that the respondent authorities have no objection to the petitioner organising the blood donation camp and that there would be no impediment to permit the same.

In view of the petitioner having confined his prayer to permission to organise a blood donation camp, this Court directs the first respondent to permit

the Mukkulathor Welfare Society, R.S. Mangalam, Ramanathapuram District, represented by its President, the petitioner herein, to organise the blood donation camp on 08.07.2026.

Consequently, the Dean, Government Medical College, Ramanathapuram, is suo motu impleaded as the fifth respondent. Ms. M.R. Priyanka Jothi, learned Government Advocate, takes notice on behalf of the newly impleaded fifth respondent. The petitioner is directed to submit a representation to the fifth respondent today itself.

On receipt of the said representation, the fifth respondent shall make

the necessary arrangements for conducting the blood donation camp at a common place in Thumbadakkakottai Village, R.S. Mangalam, where the petitioner association proposes to organise the programme, between 10.00 a.m. and 01.00 p.m. on 08.07.2026. It is made clear that only 50 persons are permitted to donate blood on the occasion of the memorial day of freedom fighter Ramuthevar (INA).
