This writ petition is filed for the following relief:

“To call for the entire records relating to the impugned e-Tender Notice Reference No.HOTTDC/22/2026-ENGG(CIVIL) dated 11.02.2026 pertaining to Development with Tourist Infrastructures at Mookaneri Lake, Salem District, issued by the 2^nd respondent and quash the same, as it is against the Tamil Nadu Tender Transparency Rules, 2000 and quash the same, as it is against the Tamil Nadu Tender Transparency Rules, 2000”

The petitioner firm a partnership firm was constituted vide

partnership deed dated 27.01.2014 and was registered with the Registrar of Firms vide Reg. No.61 of 2014 on 28.01.2014. The petitioner firm is a contractor undertaking Government contracts. The petitioner firm has over 12 years of experience in the said field and has developed good reputation for timely completion and quality of works. 3/7

The petitioner would submit that the 2^nd respondent floated e-

tender for the work of developing Tourist Infrastructures at Mookaneri Lake, Salem District, vide Tender Notice dated 11.02.2026 as S.No.5. The petitioner would submit that the last date for submission of the tender bid was on 20.02.2026 up to 3.00 PM and the bids were scheduled to be opened on 20.02.2026 at 3.30 PM. The petitioner would further submit that the tender document was not made available in the official website and the document was uploaded only on 18.02.2026 at 1 PM in the official website

It is the case of the petitioner that Rule 20 of the Tamil Nadu Transparency in Tenders Rules, 2000, specifically mandates that adequate time has to be provided for submission of tender and the minimum period shall be 15 days for the tenders upto Rupees Two Crore in value and minimum period shall be 30 days for the tenders above Rupees Two Crores. which rule was violated by the 2^nd respondent. Therefore, the petitioner is before this Court.

It is fairly conceded by the learned Additional Advocate

General that tender notification was published only on 18.02.2026.

¶42

Therefore, going by the letter of the Chairman, TTDC, reducing time to 8 days, the last date for submission of tender is 26.02.2026 by 03:00 pm. Accordingly, the petitioner shall submit their bid on or before 26.02.2026 at 03.00 pm.
