PRAYER : Petition filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, to call for the records pertaining to the order dated 24.06.2025 issued by the 2nd respondent in Proceedings No.O.Mu.Aa.No. 5/ 3529/ 2025 and to quash the same as illegal and arbitrary and Consequently direct the 2nd respondent to issue Community Certificate to the petitioner as “Reddi Ganjam” Community in accordance with Government Order G.O.Ms. No.541 dated 24.07.1981 and Circular in Na.Ka.No.E2/ 2627/ 2011 dated 23.02.2011 issued by the 1st respondent.

This Writ Petition has been filed challenging the order dated 24.06.2025 issued by the 2nd respondent and seeking a direction to the 2nd respondent to issue Community Certificate to the petitioner as “Reddi Ganjam” Community in accordance with G.O.Ms. No.541 dated 24.07.1981 and Circular in Na.Ka.No.E2/ 2627/ 2011 dated 23.02.2011 issued by the 1st respondent.

Petitioner claims that he belongs to “Reddi Ganjam” community and sought for issuance of Community Certificate. He has also submitted a representation on 16.06.2025 to the second respondent along with supporting documents. The second respondent by an order dated 24.06.2025 refused issuance of community certificate on the ground that such certificates were not being issued in Tiruvannamalai District, despite the petitioner relying upon G.O.Ms.No.541 dated 24.07.1981 and Circular dated 23.02.2011. Aggrieved over the same, petitioner is before this Court.

Learned Government Counsel for the respondents would submit that

the matter may be remanded back to the second respondent to revisit / reconsider the petitioner’s request for issuance of Community Certificate in accordance with G.O.Ms.No.104 dated 21.08.2023 a manual for issuance and verification of SC / ST community certificate. The same is agreed to by the learned counsel for the petitioner.

Accordingly, this Writ Petition is disposed of. The matter is remanded back to the second respondent for fresh consideration of the petitioner’s representation dated 16.06.2025 and second respondent is directed to pass appropriate orders keeping in view G.O.Ms.No.104 dated 21.08.2023, after affording an opportunity of hearing to the petitioner or any other interested parties, within a period of eight weeks from the date of uploading of web copy without waiting for receipt of certified copy of the order. No costs. Consequently, connected miscellaneous petition is closed.
