The writ petition has been filed to direct the respondents to include the petitioner’s name in the Tahsildar Training Panel for the year 2026 by considering his representation dated 17.12.2025 within a time frame as stipulated by this Court.

The petitioner was employed in the office of the 2^nd respondent in the post of Typist on 17.09.2009. Subsequently, she was promoted to the post of Assistant on 11.04.2013 and thereafter, to the post of Superintendent of Land Administration on 15.03.2025. The petitioner has to undergo the Revenue Inspector training for a period of one year for her next avenue. Her training for the post of Revenue Inspector had commenced on 13.07.2021 and was to end on 12.07.2022. While so, she was relieved from the training within 9 months, by the officials, on certain false allegations. The petitioner would submit that she was relieved from the Revenue Inspector training, without obtaining necessary approval from the Competent authorities. Alleging the irregularities, the petitioner had approached this Court in W.P.No.28228 of 2023 and obtained an order of this Court.

Pursuant to the directions of this Court, the petitioner was permitted to complete her remaining period of Revenue Inspector Training at Krishnagiri

District, and she completed the training successfully during the period 10.07.2024 to 15.10.2024.

The petitioner would submit that the promotion panels for the post of Tahsildar was prepared on 15.03.2023 and 15.03.2024, however, her name was not included in the said panel list, and his name finds in the panel prepared on 15.03.2025. The grievance of the petitioners that his juniors have gained seniority over her, was solely due to the administrative lapses attributable to the respondents, for which, she should not be penalised. Therefore, the petitioner had submitted her representation to the respondents requesting to grant notional promotion and panel seniority with reference to the promotion panel dated 15.03.2023 and to include her name in the Tahsildar Training Panel for the year 2026 . Since her representation was not considered by the respondents to date, the petitioner is before this Court
