ORDER

The petitioner has challenged the impugned summons dated 17.02.2026 issued by the 1^st respondent.

According to the petitioner, the 1^st respondent has issued the impugned summons dated 17.02.2026 without any authority under law. The petitioner further alleges that the 1^st respondent, without conducting a proper enquiry and in an hurried manner, is attempting to dispose of the 4^th respondent’s application for cancellation of the petitioner’s patta by passing a final order. The petitioner also submits that he has not been served with a copy of the representation submitted by the 4^th respondent.

Mr.D.Ravichander, learned Special Government Pleader accepts

notice on behalf of respondents 1 to 3 and on instructions, he submits that till

date no final order has been passed by the 1^st respondent on the 4^th respondent’s representation.

In view of the above submission, no prejudice would be caused to any party if a direction is issued to the 1^st respondent to conduct a fresh enquiry on the 4^th respondent’s application seeking cancellation of the petitioner’s patta, after giving due consideration to the objections raised by the petitioner.

Since no adverse orders are passed against the 4^th respondent in this writ petition, notice to the 4^th respondent is dispensed with by this Court.

Accordingly, this writ petition is disposed of with a direction to the

petitioner to submit written objections to the 1^st respondent along with the supporting documents, in respect of the 4^th respondent’s request for cancellation of the petitioner’s patta, within a period of two weeks from the date of receipt of a copy of this order. On receipt of the same within the stipulated time, the 1^st respondent shall consider the objections submitted by the petitioner, after hearing the submissions of the 4th respondent and after giving due consideration to the supporting documents produced by both parties, and

thereafter, pass final orders on merits and in accordance with law within a period of twelve weeks thereafter. Before passing such final order, the 1^st respondent shall furnish a copy of the representation / appeal submitted by the

4^th respondent to the petitioner, seeking cancellation of the petitioner’s patta. No costs. Consequently, the connected miscellaneous petitions are closed.
