This Criminal Original Petition is filed to direct the second respondent

to issue non-traceable certificate for the petitioner’s missing document of deed of will vide Document No.22 of 2017 dated 24.03.2017 on the file of

SRO, Joint II, Kallakurichi in pursuance of petitioner’s online complaint dated 17.02.2026.

2.The petitioner sent an online complaint for missing of document on 17.02.2026 in CCTNS-Citizen Portal to issue Non-Traceable Certificate for missing document of the petitioner in Document No.22/2017 dated 24.03.2017 which is registered in SRO, Joint-II, Kallakurichi.

3.The contention of the learned counsel for the petitioner is that the petitioner along with his family members on 17.12.2026 at about 11.30 a.m. were travelling from their residence to Kallakurichi Town in his two wheeler bearing registration No.TN-15-L-9345. After crossing the Kaniyamoor four way road, the petitioner noticed that the bag hanged to the hook in the right side of the two wheeler was found missing. father in Document No.22/2017 and it was also noticed by the petitioner that the handle was broken and the bag was missing. The petitioner noticed this missing of document only when he reached Banagaram. Thereafter, the petitioner lodged online complaint in CCTNS-Citizen Portal. Following the same, the petitioner sent a physical complaint along with copy of paper publication issued in both English and Tamil newspaper, copy of the petitioner's affidavit, encumbrance certificate, copy of the Pan card and copy of the Aadhaar card. But no action was taken. Hence, the present petition filed.

4.The learned Additional Public Prosecutor strongly opposed the way the petitioner is following up with the complaint. The petitioner gave online complaint in CCTNS-Citizen Portal, thereafter though the petitioner claims that he had sent physical complaint along with paper publication and other other documents, the respondent so far had not received any such complaint. The petitioner also failed to produce any proof for sending the physical complaint along with documents. He further submitted that the petitioner’s complaint is dated 17.02.2026 and this writ petition is filed on 26.02.2026 within ten days. He would further submit that only if the petitioner appears before the respondent police and hand over the complaint physically along Page No.3 of 13

with paper publication and other documents as per the circular of the Director General of Police issued in Rc.No.2029209/General.1(1)/2022 dated 01.04.2022, the respondent can receive the same, assign C.S.R. number and finding that the missing of the document to be genuine, Nontraceable certificate can be issued.

6.Considering the submissions made, the learned counsel for the

petitioner is directed to appear before the second respondent on 24.03.2026 along with supporting documents for issuance of Non-traceable certificate. The respondent police to collect the same, follow the circular of the Director General of Police in Rc.No.2029209/General.1(1)/2022 dated 01.04.2022 and the if the petitioner's complaint found to be genuine, issue Non-traceable certificate.
