The Court applied the proviso to Rule 1(2) and Rule 11(4) of the Tamil Nadu Pension Rules, 1978: consolidated-pay service is countable only for employees absorbed in regular service before 01.04.2003; the petitioner was absorbed only on 17.02.2010, so such service could not count as qualifying service.
