This writ petition is filed seeking a direction to the first respondent to issue him a digitalized Hindu Virakodi Vellalar (OBC) Community Certificate taking into account the third respondent's report vide proceedings dated 15.07.2025 as well as the petitioner's representation dated 29.08.2025.

2.The third respondent's report dated 15.07.2025 referred in the representation and writ petition, reveals that the request of the petitioner to issue OBC certificate was taken up for consideration and on enquiry, it was found that his claim that he belongs to Virakodi Vellalar community, which comes under OBC is not correct and therefore, the request of the writ petitioner to issue OBC certificate based on the earlier certificate given by the Tahsildar in the year 2007, cannot be taken into consideration.

3.The learned counsel for the petitioner submits that the petitioner was given BC certificate on 29.01.2007 after due verification. While so, the authority cannot refuse to issue a digitalized community certificate. Further, from the report of the Tahsildar, we find that the grandfather of the petitioner is shown as Pillai (OC), therefore, the Tahsildar has entertained a doubt as to how this petitioner can be provided with OBC certificate as if he belongs to Virakodi Vellalar Community.

4.The learned Government Advocate, on instructions, states that the application has been submitted by the petitioner through offline and hence, the said application was not considered, since the Revenue Department, from 2017, to ensure transparency and quick disposal of the applications for community certificate, receives applications only through online mode. Therefore, if the petitioner files his application through online with all necessary documents to satisfy that he belongs to Virakodi Vellalar community and his income is less than the economic criteria as fixed by the Government of India, appropriate orders will be passed on the said application.

5.In view of the submissions made by the learned Additional Government Pleader, this writ petition is disposed of directing the petitioner to make a fresh application through online seeking community certificate with all necessary enclosures. On receipt of such application,

the respondent shall consider the same and pass orders within a reasonable time. There shall be no order as to costs.
