This writ petition has been filed challenging the proceedings of the 1st respondent in S.M.R. 6/2003 (D2) dated 21.09.2011.

Heard Mr.C.Munusamy, learned counsel for the petitioner and Mr.K.Karthikeyan, learned Government Advocate for the 1st to 4th respondents.

In the considered view of this Court, this writ petition is hit by laches since the 2011 proceedings have been questioned in the year 2025. The petitioner has attempted to create a cause of action based on a notice that was issued by the 4th respondent dated 08.04.2025. Hence, this Court is not inclined to entertain the writ petition. If at all the petitioner has any such remedy to work out before the civil court, the same shall be done in accordance with law.
