second respondent to consider the representation submitted by the petitioner seeking take action against the fourth and fifth respondents herein.

Government Pleader appearing for the respondents 1 & 3 and Mr.G.Venkatesan, learned counsel appearing for second respondent.

None appeared on behalf of the petitioner. Therefore, this Court is inclined to pass orders on merit in this writ petition.

A perusal of the representation submitted by the

petitioner dated 04.01.2021 reveals that there is a dispute between the

petitioner and the respondents 4 & 5 herein in respect of the property comprised in No.9, Dumming Kuppam (Iruthayapuram), Chennai. Therefore, the dispute between the private parties cannot be considered by the respondents 1 to 3. That apart, the complaint lodged by the petitioner before the third respondent was enquired and closed. Hence, this writ petition is devoid of merits and is liable to be dismissed.
