Prayer: Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Certiorarified Mandamus calling for the records on the file of the first respondent relating to the issue of impugned orders viz., G.O.Ms.No.253, Agriculture (AA3) Department dated 06.09.2016 and quash the same and consequently direct the respondents to prepare the notional panel of Assistant Engineers fit for promotion as Assistant Executive Engineers for the years 2011-2012 to 2014-2015 and consider the petitioner for inclusion therein and if found fit and included, promote him as Assistant Executive Engineer notionally and treat him as Assistant Executive Engineer with effect from 01.04.2012 or any subsequent date as the case may be with all service and monetary benefits and also consequently to prepare such notional panels of Executive Engineer fit for promotion to the

category of Superintending Engineer for the year 2019-2020 and to consider the petitioner for inclusion therein and if found fit to include him therein and consequently to promote, and treat him notionally as Superintending Engineer for all purposes with effect from 01.07.2019 with all consequential service and monetary benefits and accordingly to revise his pay and pension and to pay the arrears thereof.

This writ petition has been filed challenging the Government

Order in G.O.Ms.No.253, Agriculture (AA3) Department dated 06.09.2016 in which petitioners name has been included in the panel of the years 20112012 to the post of Assistant Executive Engineer.

2. Without going into the merits of the main writ petition, the

respondents are directed to promote the petitioner for the year 2011-2012 notionally and the petitioner is entitle for monetary benefits from the date of assuming his office. Subsequent to the promotion of the petitioner to the post of Assistant Executive Engineer, the revision of panels to the subsequent higher categories such as Executive Engineer and

Superintending Engineer is also imperative. While such revision of panel for subsequent higher categories, the position of petitioner and other individuals

may get altered concurrently. The respondents are directed to implement the said directions within a period of twelve weeks from the date of receipt of copy of this order.

3. With the above direction, this writ petition is disposed of.

Consequently, connected miscellaneous petition is closed. No costs.
