PRAYER : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, to call for the records relating to the impugned communication passed by the respondent in Token No.26 dated 26.06.2013 and the consequential impugned communication in Token No.P10 dated 05.08.2013 passed by the respondent and quash the same as illegal and consequentially to direct the respondent to permit the petitioner to leave India for a limited period to perform Haj Pilgrimage during September -November 2013.
