This Writ Petition is filed for issuance of a Writ of Mandamus directing the respondents to consider the petitioner's representation dated 13.11.2021 on merits and in accordance with law.

Mr.P.Balathandayutham, learned Special Government Pleader, who takes notice for the 2^nd respondent, the Writ Petition is taken up for final disposal at the stage of admission itself.

According to the petitioner, for more than 20 years, his father was doing business of buying cows' skins from the beef shops in and around Omalur, keep it in the strong room for few hours and sell it to the traders on the same day. After the death of petitioner's father, petitioner's mother with the help of the petitioner is carrying on business by obtaining GSTIN No.33BVTPC9340NIZI in the name of petitioner's mother. The petitioner is not running any tannery. He buys around 10 to 20 cows' skins a day, keep the same in tiles room and sell it to the traders on the same day. By storing cows' skins, the petitioner is not causing any health hazard and no bad odour emits from the cow skin. There are many beef, mutton, chicken and fish stalls in that area. In such circumstances, the petitioner gave a representation to the respondents on 13.11.2021 for permitting him to do the business of buying and selling cows' skins as per the Rules. Since no order was passed by the respondents on his representation, the petitioner has come out with the present Writ Petition.

The learned counsel appearing for the petitioner further submitted that earlier, the 2^nd respondent issued license for the very same business to the father of the petitioner.

Considering the nature of relief sought for in the Writ Petition and contention of the learned counsel appearing for the petitioner that the 2^nd respondent has issued license to the petitioner's father for the very same business, the petitioner is directed to give a fresh representation to the respondents enclosing the license issued to his father, within a period of three (3) weeks from the date of receipt of a copy of this order. On receipt of such representation, the 2^nd respondent is directed to consider the same in the light of earlier license issued to the father of the petitioner and pass orders on merits and in accordance with law, within a period of four (4) weeks thereafter.

With the above direction, the Writ Petition is disposed of. No costs.
