A compliance report has been filed by the Commissioner of the HR &CE Department. Such report, dated September 8, 2021 reveals that the previous order of this Court dated February 16, 2021 permitted the petitioner to carry a representation to the Commissioner for the Commissioner to deal with the same by a written reply within eight weeks of the date of receipt of the representation. The Commissioner claims that one Tmt.Ramana Saraswathi, who was the Additional Commissioner (Admin) at the relevant time conducted an inquiry and an explanation had been called from Joint Commissioner Tmt.T.Kaveri. The written explanation has been received on or about August 26, 2021.

The Commissioner has also disclosed that proceedings have been instituted against the Joint Commissioner and a copy of the memorandum of charges has also been filed.

In the circumstances, there appears to be substantial compliance with the order dated February 16, 2021. However, it is imperative that the disciplinary proceedings be brought to a logical end within reasonable time and appropriate action be taken, if necessary.
