A leave to appeal has been sought by the appellants on the ground that the appellants are also proper and necessary parties in the matter, which has been permitted to be heard by this Court in W.A.No.597 of 2020.

We are of the opinion that it is open to the appellants to convince the learned Single Judge for seeking impleadment in the matter and therefore we decline to grant leave to the appellants with a liberty to file appropriate applications before the learned Single Judge for impleadment.
