Thirukoil, at the time of arguments, the learned counsel appearing for the petitioner would submit that it would suffice, if a direction is issued to the second respondent to consider the representations of the petitioner dated 13.08.2018, 27.08.2018 and 07.09.2018 and pass appropriate orders within a time frame.

Considering the above, without going into the merits of the case, the second respondent is directed to consider and dispose of the representations of the petitioner dated 13.08.2018, 27.08.2018 and 07.09.2018 within a period of four weeks from the date of receipt of a copy of this order.
