Prayer: The Writ Petition is filed under Article 226 of the Constitution of India, seeking for a Writ of Certiorarified Mandamus calling for the records from the file of the 3^rd respondent made in Tender No.CMRL/DepotO&M/KMC/ACD-03/2013 published in Tamil daily Dinamani Chennai Edition dated 03.12.2013 and quash the same and further direct the 3^rd respondent not to construct any shops or structures in the open space available in between M and N Blocks, Periyar Vegetable Market, Koyambedu Wholesale Market Complex, Koyambedu, Chennai600 092 alternatively direct the 1^st and 2^nd respondents to provide adequate open or common space within KWMC in Koyambedu for unloading perishable commodities and also providing space for loading vegetables as communicated by the 1st respondent dated 20.07.2012.
