PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying for the issue of a Writ of Certiorarified Mandamus, calling for the entire records in connection with the impugned memo of second respondent dated 17.01.2006 in Lr.No.2154/A-4/2005 quash the same and consequently direct the first and second respondent to consider the claim of the petitioner to the post of Head of the Department [Structural Engineering] in the second respondent institution.
