Writ Petition filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Certiorarified Mandamus, to call for the records comprised in the proceedings of the third respondent dated 08.09.2003 as communicated to the petitioner by letter dated 20.09.2003 of the seventh respondent and of the first respondent dated 14.10.2003 in letter No.28081/C2/03 RD(C2) Department and quash the same and consequently direct the respondents to perform their constitutional and statutory obligations in fixing appropriate percentage for apportionment of funds earned through lease of quarries, lease rentals, royalties or revenue from other sources
from and out of the properties situate in the villages in Kattankulathur Panchayat Union in the ratio of not less than 70:30 or such other reasonable ratio after ascertainment of the needs of Panchayat Union Councils and Village Panchayats in terms of G.O.Ms.No.137 RD dated 02.05.1997.
