Prayer: Petition filed under Article 226 of The Constitution of India praying to issue a writ of Certiorarified Mandamus, calling for the records of the notification of the first respondent in No.GSR 59E dated 21.01.2004 published in Gazette of India Extraordinary dated 21.01.2004 and quash the same and consequently direct the respondents to permit the petitioner to function as per the terms of the letter no.C.II(1)77/NG/II, dated 10.05.2002 issued by the first respondent for a period from April, 2004 to April, 2006.

The petitioner has come forward with above writ petition praying to issuance a Writ of Certiorarified Mandamus to call for the records of the notification of the first respondent in No.GSR 59E dated 21.01.2004 published in Gazette of India Extraordinary dated 21.01.2004 and quash the same and consequently direct the respondents to permit the petitioner to function as per the terms of the letter No.C.II(1)77/NG/II, dated 10.05.2002 issued by the first respondent for a period from April, 2004 to April, 2006.
