- The learned counsel appearing for the writ petitioner made a submission that the writ petitioner was appointed as Helper in the year 1987 and thereafter, promoted to the posts of Wireman and further promotion was granted to the post of Assistant Engineer. On account of certain allegations, Disciplinary Proceedings were initiated against him and after enquiry, an order of punishment dated 31.03.2017 was issued, imposing punishment of stoppage of increment for two years with
