8.Accordingly, the Writ Petitions are disposed of by directing the respondents 2 & 4 to file appropriate Applications before the District Collector, setting out the reasons as to why they seek to instal the Towers and draw the lines across the petitioners lands. On such Applications being filed, the third respondent shall issue notice to the petitioners/land owners, hear the parties in person, peruse their documents and after affording a reasonable opportunity to place all the facts and after considering the submissions on either side, pass a reasoned order on merits and in accordance with law. The third respondent / District collector is directed to complete the entire exercise, within a period of eight weeks from the date of receipt of the Application by the respondents 2 and 4. Since, this Court has directed the respondents 2 & 4 to approach the third respondent, it goes without saying that unless and until appropriate permission is granted, the Towers/lines shall not been laid or drawn across the petitioners lands mentioned in these Writ Petitions. No costs. Consequently, connected Miscellaneous Petitions are closed.
