PRAYER: This petition is filed under Article 226 of the Constitution of India praying to issue a writ of certiorarified mandamus calling for the records from the file of the 1st respondent, leading to the purchase orders dated 31.03.2003, 23.04.2003, 24.04.2003 and 25.04.2003 under Tender No. 14/2002 issued in favour of the respondents 4 to 12 and quash the same and direct the 1st respondent to implement Rule 29(2)(f) of the Tamil Nadu Transparency in Tenders Rules, 2000, inletter and Spirit by giving 15% price preference to the domestic SS'units and Place purchase orders on them in respect of the drugs covered under the aforesaid tender No.14/2002.
