the 9th and 15th petitioners in WP.No.11571/2007 already retired from service. As per the Government Orders, the permissible monthly expenditure for a student is Rs.400/- per month at college hostels and Rs.300/- per month in middle/high/higher secondary schools. Out of the said amount, they have to purchase rice, vegetables, milk, etc. All the expenditures would be verified and countersigned by the concerned Special Tahsildars every month. The expenditure incurred every month would be varying depending upon the fluctuation in the prices of rice, etc. Expressing their difficulties, the Wardens in various Adi Dravidar Schools have brought to the notice of the Government and the Government was pleased to issue orders in G.O.Ms.No.154 Social Welfare Department dated 25.02.1976, wherein the Government directed that the authorities shall review the net expenditure incurred in the whole year and not by taking into account the monthly wise expenditure. On audit objections, the respondents issued notice to the petitioners stating that they have spent excess amount. Thereafter, the first respondent without giving due opportunity of being heard to all the petitioners, passed the impugned order and directed the second respondent to make recovery of the same. Challenging the same, all the writ petitions have been filed before this Court.
