2.According to the petitioner her next promotion is Middle School Headmistress or in Language Pandit. The petitioner also obtained a B.Lit Degree from Annamalai University in the year 2007, and therefore qualified for considering for the post of Middle School Headmistress for the year 2007, and she was also promoted as Middle School Headmistress and posted at Pancyayat Union Middle School, Perumalpatti, Sankarankovil Union, Tirunelveli District, by the proceedings of the second respondent dated 16.09.2011. However, her promotion order was cancelled and in her place one Arumugamsay, who is junior to her was appointed and that was challenged in the writ petition in W.P.(MD)No.10998 of 2011 and that writ was allowed and the promotion given to the said Arumugasamy was cancelled and thereafter the petitioner sent a representation on 22.02.2012, requesting the first respondent to consider her for promotion. Meanwhile, one Sangareswari, who is also junior to the petitioner was promoted and according to the petitioner and the promotion was also subject to the result of the W.P.(MD)No.10998 of 2011. It is further stated that one Gomathinayagam, worked as a Middle School Headmaster was promoted as Assistant Educational Officer and therefore a vacancy arose for the post of Middle School Headmaster and as per the order passed in W.P.(MD)No.10998 of 2011, the petitioner is entitled to be promoted to that post. However, the respondents are attempting to promote the fifth respondent without considering the petitioner and therefore this petition is filed for the relief as stated above.
